I get the inactive message just fine. As soon as it's activated, the inactive message dissapears and doesn't get replaced with the active one.

What is the 'active cockpit motd'? I am guessing you are meaning something like:

I get that message no matter which user I log in as on an Alma 9 system. Going from a reply ranbir gave me, turning it on does stop sending the message to normal users. Looking at my Fedora systems, this looks like it is an upstream cockpit change versus an Alma one.
